The dispenser's consumable. Two digits (01 to 99) for counters with normal traffic; three digits (001 to 999) for the days the queue goes round the corner.
The four colours aren't decoration: if the same counter handles four different services, one colour per service kills the "I was here first" argument without anyone having to explain anything.

UV security mark
A mark printed in invisible ink, visible only under black light. Checked at the door in one second, and impossible to fake by eye.
Single use
The thick adhesive layer leaves the wristband useless once it is peeled off. It opens once, and that's it.
Sequential numbering
Every wristband carries its printed number and comes in perforated sheets of 10 — quick to tear at the door, and the count reconciles at the end of the night.
